Add availability keyword option in converter assets

Add availability key under converter definition similar to storage assets. To be used for inputting timeseries.

I have checked the list of existing issues and couldn't find an issue about this.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
