Default user.cfg and orbit config files are not provided

The PAR directory was removed when moving to Gitlab to because some of the configuration files contained antenna parameters that the industry does not want to make public.

As a side effect we also lost the user_defaults.cfg file that provided a template for each user specifying the paths of their configuration files. We should add a new PAR folder with a template of a user_defaults.cfg and and orbit config.
