Add maximum amplitude setting to channel

A maximum amplitude setting should be added for a channel in the pulse lib. The maximum amplitude set on the pulse_lib class, just like channel delay and attenuation.

A maximum amplitude setting for a channel will prevent high voltages on the device. When the amplitude of the generated waveform is too high then an exception will be thrown. When due to some failure the uploaded waveform data is corrupt, then the amplitude is still limited to the configured setting.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
