Refactor tariff inputs to be read from the inputs file

Currently tariff inputs are read in the tariff module, but should rather be specified in the inputs file

Should also add input parameters for volumetric tariffs

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
