Add support of different tariff types

Currently only capacity bandwidth tariffs are supported. Make tariff class more general to also represent volumetric (time-differentiated), personal demand charges and fixed tariffs.

• rewrite tariff class so that it accepts a set of rules to be applied for a tariff, e.g. a time-dependent charge per kWh
