get full telegram

currently the script is capturing the OTT default telegram an not the full telegram with the user defined fields. work to achieve that

get full telegram an not only OTT(default telegram)
- check config
- change config with to User telegram mode = 1 with 'CS/M/M/1\r'.encode('utf-8')
- check order of the telegram
