config and logic for Windcube to KNMI FTP

Create a configuration, and if needed extra logic for the WindCube data transfers to KNMI FTP

The main steps that might be a bit different than the rest of the other data sources are:
- creating date dir in FTP
- copying whole
wind_and_aerosols_data/to date dir
