📦 Move dca, radar, and tops model to new instrument subpackage

• Create a new top-level subpackage that includes instrument related modules.
• These modules are not only valid for the oceans, so it makes sense to move them there.
• The imports of dca_performance, radar_model, and tops_model from all the other modules have been corrected.
• Move bistatic_pol to polarimetry subpackage
