Add REMOVE-FROM-PUBLISH workflow

Acts on _toc.yml and _config.yml. Could be an external script (simple) or part of the Sphinx workflow (complex, maybe long-term solution). Useful because platform agnostic and draft/publish books can be built locally.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
