🔧 Add sample configuration files to PAR Directory

• Remove PAR/ from .gitignore
• Added the user_defaults.cfg as a sample configuration file that defines the relevant directories where results, data, parameter files are kept. Such a file can be used with utils.config.parse
• Added the two formation parameter files that are needed for the scientific workbench notebooks that Marcel is working on.
