Control when thebe-rocket shows up

For some pages, the thebe-rocket should not show up. Let's add a functionality to control when the button is available.

@mguichard , this would be even better if the options would be:

• Add option to control whether thebe-rocket shows up
• Add option to force automatic execution of thebe-rocket with an indication of loading untill the entire output is shown. In this way there's no additional action required for the reader when a page with an interactive widget is opened.

Hey Tom, apologies for taking so long to reply. I think this can be achieved with some custom tags. I propose the following tags: disable-execution, auto-execute. These can be added to any cell, but let's say the header cell by convention.
